Prominent Federal Prosecutor Joins Cooley in DC

WASHINGTON–(BUSINESS WIRE)–Accomplished federal prosecutor and Justice Department leader Daniel
Grooms
has joined Cooley as a white
collar
partner in Washington, DC. He arrives from the United States
Attorney’s Office for the Eastern District of Virginia, where he most
recently served as an assistant US attorney, and from 2016 to 2018 was
chief of the office’s criminal division.

Grooms held many significant positions during his 15-year career as a
federal prosecutor. At the US Attorney’s Office for the Eastern District
of Virginia – an elite office known for its high-profile white collar
and espionage prosecutions – he served as chief of the criminal
division, overseeing all criminal investigations and 140 assistant US
attorneys. He was also chief of the office’s national security and
international crime unit and chief of its narcotics unit. Additionally,
Grooms served in multiple senior roles at the US Department of Justice,
including as an associate deputy attorney general, where he reported
directly to the department’s second-highest ranking official and was
responsible for a portfolio including all national security, drug and
firearm enforcement nationwide.

In his varied roles as a federal prosecutor, Grooms tried many cases and
argued numerous appeals. He has extensive experience in national
security, international law, cybercrime, FARA, sanctions and export
enforcement, FCPA, money laundering, RICO, opioid diversion,
multijurisdictional investigations and working alongside numerous state
and federal agencies on high-profile cases and joint task forces.

Grooms earned his JD, magna cum laude, from Harvard Law School. He began
his career in the public sector with the tax division at the Justice
Department, joining through the Attorney General’s Honors Program in
2003, after completing a one-year clerkship with the Honorable Donald M.
Middlebrooks at the Southern District of Florida.
