Newark Housing Authority Seeks Development Partners

Soliciting Qualifications and Proposals from Private Development Firms
for NHA Sites

NEWARK, N.J.–(BUSINESS WIRE)–The Newark Housing Authority (NHA) has issued a request for
qualifications and proposals (RFQ/P) from private development firms to
serve as a partner, in conjunction with NHA and various stakeholders.
The partnership between NHA and the successful firms will develop five
sites across the city ranging from affordable housing to market rate and
commercial development.

“The Housing Authority has a history dating back to 1939 as the lead
developer of affordable housing in the City of Newark,” said NHA
Executive Director Victor Cirilo. “As the City’s current growth expands,
we cannot leave our working families behind and we are now ready to seek
partners that will assist us on increasing and also preserving our
affordable housing stock.” The Housing Authority will soon be issuing
additional RFQ’s for Seth Boyden and Terrell Homes which are both in the
recently Federally designated “Opportunity Zones”.

Chief Development Officer Morris Warner emphasizes, “The RFQ/P
represents an opportunity for NHA to partner with major developers in an
effort to both leverage and monetize its assets. These projects intend
to generate operating income that can be reinvested to produce
mixed-income and mixed-use communities within the City of Newark.”

The NHA strongly encourages all firms responding to the RFQ/P to partner
with local minority development firms in an effort to sustain community
business participation and workforce development. Mayor Baraka states,
“I am pleased that in the construction of these sites, the Newark
Housing Authority is sending a clear message that local minority and
women-owned businesses are an integral part of their work to move Newark
forward.”

The deadline for RFQ/P submission, with completed supporting materials,
will be no later than Wednesday, July 10, 2019, by 3:00 p.m. For more
